sys_language_uid is set to default when moving CEs via drag'n'drop

Description
I have a few Content-Elements with sys_language_uid -1.
When moving one of the CEs in the Backend via Drag'n'Drop, the deposited language of the (moved) record is set to default.
The problem is reproducible in page and also in list-view (via arrows-keys).
- Priority changed from Should have to Must have
Furthermore reproducible:¶
- move a record via TYPO3 Clipboard does also change `-1` to `0` for me.
- TYPO3 8 Master also affected

Still present on 10.2.0-dev (latest master)
This issue is still present on TYPO3 9.5.13 and 10.0.3.0-dev at least for the drag and drop part
Test to reproduce¶
1) Page view >open a page
2) Create a new Header element called t1, set its language to -1
3) Create a new Header element called t2, set its language to -1
Test 1¶
1) Page view > move t1 before t2 with drag and drop
2) open t1 > language tab > Result: the language is now 0
Test 2¶
1) List view > move t1 before t2 using the arrow button
2) open t1 > language tab > Result: the language is still -1
- Status changed from New to Under Review
- Status changed from Under Review to Resolved
- % Done changed from 0 to 100
- Status changed from Resolved to Closed
