Allow to disable TypoScript parsing in the backend

Description
In case a backend module does not rely on and information on dependency injection nor on and other persistence related settings, the expensive parsing of frontend TypoScript might be configured to be disabled. Any other custom extension could then again override the setting (for whatever reason).

I think it's safe to close this in favor of #39729 - they are already related for cross-reference.
